Industrial Development Division, all Regional Industrial Service Centers of the Ministry are headed by the Additional Secretary (Industry and Industrial Estate Development). The following functions relating to leading industrial development will be performed by the Additional Secretary (Industry and Industrial Estate Development).

MAIN FUNCTIONS 
  • Supervision and Carrying out day to day administration of all regional offices, industrial estates and the Industrial Development Division.
  • Performing all functions related to the Industrial Promotion Act No. 46 of 1990.
  • Establishment of new industrial estates, provision of infrastructure facilities and upgrading of existing industrial estates.
  • Taking action to resolve existing land issues related to the industrial estate.
  • Taking measures to provide basic facilities required for local industrialists to start industries.
  • Carrying out the development activities of the industrial estates under the Ceylon Industrial Development Board.

• Carrying out duties related to the industrial estates in the Western, Uva, Sabaragamuwa, North Western, North Central, North, Central, Southern and Eastern Provinces.
• Preparation of plans, follow up, organizing progress review meetings and reporting progress related to the industrial development sector.
• Carrying out all duties related to the Industrial Registration Division.
• Carrying out administrative duties related to the Industrial Development Division.

MAIN FUNCTIONS

i. Industry Registration

In terms of Section 2 of the Industrial Promotion Act No. 46 of 1990, every manufacturing industry entrepreneur should register his/her production site under the Ministry of Industries. Accordingly, all the manufacturing industries that exist in our country should be registered the site or place of operation of the enterprise with the Registrar of Industries within 03 months from the date of commencement. (This is not applicable to BOI licensees).
The main objective of the Industrial Registration Division is to register all manufacturing industries in the country under this Ministry. Accordingly, a certificate of registration will be issued for qualified industries, which will enable registered industry entrepreneurs to reap a wide range of benefits.
Benefits to industrial entrepreneurs by registering with this Ministry;

1. Identification of as a government accepted manufacturing industry entrepreneur.
2. Eligibility to obtain lands in industrial estates with all infrastructure facilities on a long term fair lease basis.
3. Ability to obtain recommendations for VAT facility for exports and imports under the Tariff Concession Scheme (TIEP) for Value Added Products.
4. Ability to obtain recommendations to receive Entry / Residence Visa for foreign specialists required for foreign consultancy and technical assistance for the promotion of the industrial sector.
5. Eligibility for Duty Concessions for the factories manufacturing local value added products by assembling vehicle and electrical components
6. Ability to claim concessionary charges for the monthly electricity bill after registering as a manufacturing industry.
7. Ability to obtain recommendations for obtaining international standardization certificates.
8. Eligibility for loan facilities provided by the Ministry for small and medium scale industrialists.
i. SMILE III – Revolving Fund Loan Scheme – (up to Rs. 25 million 8% per annum)
ii. E-Friends II – Revolving Fund Loan Scheme – (up to Rs. 30 million 6.5% per annum)
9. Ability to obtain the assistance of the Ministry to find solutions to the problems faced by the industrialists.
10. Eligibility to make necessary recommendations to the respective government agencies to continue the industry even in the event of an emergency

iv. Collection, analysis and updating of annual return of industrial enterprises registered under the Ministry
As per the section 4(2)  of the Industrial Promotion Act No. 46 of 1990, all industrial establishments registered under this Ministry are obliged to provide their industry related information to the Ministry of Industries before 31st March every year.The reports should be sent to the Assistant Director, Industry Registration Division, Ministry of Industries, No.73 / 1, Galle Road, Colombo 03.
