National Authority for the Implementation of Chemical Weapons Convention

National Authority for the Implementation of Chemical Weapons Convention (NA CWC) is an Authority established under the Ministry of Industry and Commerce according to Act No. 58 of 2007 to implement the international treaty "Chemical Weapons Convention" and fulfill its obligations.


The Chemical Weapons Convention is an international treaty on Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their destruction.

The Organization for the Prohibition of Chemical Weapons (OPCW) is the International Organization headquarters in the Hague, the Netherlands which was established in 1997 by the countries that have joined the Chemical Weapons Convention to ensure that the convention works effectively and achieves its goals.

One of the main objectives of the NA CWC is to promote and disseminate best practices in chemical safety and security in industries which are using hazardous chemicals for manufacturing purposes. This is achieved by organizing the seminars for chemical‑industry personnel involved in safety-management issues which will indirectly benefit the general public.

Functions and Services of the National Authority

  • Register who use or handle Scheduled Chemicals.
  • Issue necessary recommendations to the Import/Export Control Department for the import/export of scheduled chemicals.
  • Assist responsible organizations on chemical emergencies.
  • Aware industrialists related to scheduled chemicals.
  • Train the persons who handle hazardous chemical materials.
  • Enact legislation to facilitate the enforcement of the convention.
  • Serve as the National Focal Point for the effective liaison with the OPCW and other States Parties.
  • Adopt necessary measures to ensure that toxic Scheduled Chemicals and their precursors are only used for peaceful purposes.
  • Collect import / export data of scheduled chemicals, analyse it and inspect the facilities which are used those schedule chemicals.
  • Assist to develop National Protection Programmes in relation to chemical emergencies.
  • Assist to develop emergency preparedness and medical management against chemical emergencies.
